SCOUT REPORT
A solid prospect as a projectable right-hander in the California high school ranks, Segura went undrafted in 2023 because of his strong commitment to Oregon State. He made an immediate impact on campus, serving in the Beavers' weekend rotation as a freshman, then spent most of his sophomore year pitching out of the bullpen with mixed results. Given another chance to stick in Oregon State's weekend rotation as a junior, Segura ran with the opportunity, finishing in the top 10 among Division I pitchers with a 2.22 ERA, finishing off his season with a 10-strikeout Regional win as an exclamation point. When the 2026 season began, most scouts would have pegged Segura for a sure-thing reliever role in the future. But his stuff -- and his feel for how to mix it -- improved, with three legitimate offerings that now have some evaluators thinking he can start. His fastball sits around 94 mph and is up to 96, and while it's not a huge swing-and-miss pitch, it does get some chase and it's sink leads to a lot of groundballs (62 percent GB rate in '26, per Synergy). The big separator has been how his slider has taken a leap forward. It's a low-80s breaker that missed bats as he got on top of it more consistently than in the past for better angle and tilt. His upper-80s changeup is his third pitch, but he has good feel for it, especially against left-handed hitters. After walking nearly six per nine as a sophomore, Segura's strike-throwing was vastly improved this season (3.3 BB/9) and he took the ball every weekend. That could give more confidence to a team taking him on Day 2 and at least present him the opportunity to start at the outset of his pro career.
